Impact on School Operations

During labour disruption, student services and programs will be adjusted to align with provincial requirements and CTR’s contingency plans. Some services will pause because they require teacher oversight, while others will continue in limited or adapted forms. The following outlines what will continue, what will pause, and how these changes will be managed.

Instruction & Student Learning

  • All classroom instruction led by ATA members will pause during job action.
  • The province requires school divisions to ensure all schools meet the minimal instructional time outlined within the Guide to Education. This will require all school divisions to calculate lost instructional minutes once labour action concludes. Schools below their minimal instructional time may need to revisit their instructional schedule. Adjustments may include adding minutes to the day or reducing lunch breaks, with a focus on minimizing disruption to families and transportation arrangements. This process will be supported by Senior Administration.
  • Extracurricular programs, RAP, and Work Experience under CTR will also pause.

Support Staff Roles

  • Educational Assistants, PECs, FSLWs, and Connection Workers will not work directly with students.
  • Instead, they will participate in or facilitate professional development designed to strengthen student support practices.
  • Administrative Assistants will continue in their roles, supporting communications, finance, and logistics at schools.

Therapy Teams (OT, PT, SLP, Behaviourist, Psychologist)

  • Therapy staff will not provide direct services to students during labour disruption.
  • Instead, they will focus on internal projects, resource development, and professional development for support staff.
  • This ensures continuity of planning, organizational tasks, and professional learning even while direct student work pauses.

Family School Liaison Workers (FSLWs) & Connection Workers

  • All student and family direct supports will pause.
  • Together with the Student Services team, FSLWs and Connection Workers will facilitate professional development sessions for Educational Assistants, focused on student complexity and mental health supports. This work is intended to strengthen CTR’s capacity to support students once normal instruction resumes.

Educational Assistants (EAs) & Program Enhancement Coordinators (PECs)

  • EAs will not work directly with students but will instead participate in professional development sessions.
  • PECs will not provide services to students and will have specific duties and PD plans in place to ensure their work remains purposeful and targeted.

Little Flower Pre-Kindergarten

  • Little Flower programming will continue for students already enrolled.
  • As a registered program, Little Flower has limited staffing flexibility and will maintain existing enrolments only unless otherwise communicated by Little Flower. Questions regarding their services should be posed to the program staff.

Before & After School Care

  • Third-party childcare operators (1st Class Child Care, TOPP Kids) may continue to operate during disruption.
  • Operators may choose to expand enrollment. Although the division will be engaging with the providers regarding potential expansion, program promotion and communication remains under the purview of the operator.
  • Families will be informed directly by childcare providers about any changes to programming.

Centre for Learning@Home (CFL)

  • Online and print-based learning is supported by teachers who are members of the ATA. Labour disruption would remove services for online and print-based students similar to in-person learners.
  • Home education families may continue their learning but will not include the supports of the visiting teacher during times of labour disruption.
  • Families will be updated with details about their access and any service changes during the 72 hour period, should labour disruption occur.

School Field Trips, Events, and Activities

  • Teachers will continue instructional and assigned duties until a strike begins. While ATA and TEBA remain committed to negotiations, a strike date has been set, giving schools time to review events planned on or immediately after October 6 that may need to be canceled or postponed.
  • Even with a strike notice, uncertainty remains about whether it will proceed and for how long. Teachers and administrators should review activities scheduled on or shortly after October 6 to determine if they should be canceled or postponed. This includes field trips, athletic events, liturgies, guest speakers, School Council meetings, hot lunches, pre-arranged substitutes, NCSS bookings, guest EAs, and other events involving transportation, external providers, or venue bookings.
  • Senior Administration will support administrators in planning for these potential changes.

RAP, Work Experience, & Extracurricular Activities

  • All extracurricular and enrichment activities such as athletics, drama, music, clubs, and school-based events will pause during job action, as they require teacher involvement. 
  • Registered apprenticeship (RAP) & work experience programs will pause unless employers independently continue student placements, which will occur outside of CTR supervision and instruction and cannot count toward course learning hours or outcomes. WCB insurance coverage will not remain for any students who choose to work during labour action. 
  • International & Field Trips: CTR sanctioned and scheduled trips will not proceed during disruption as they require teacher supervision.
  • Community Rentals: Facility rentals for community groups will continue as usual unless directed otherwise.

Transportation

  • Southland (most CTR schools) and Prairie Rose (Oyen) will cease their transportation of students during labour disruption.
  • If a bus runs on a day when there is no instruction, CTR staff will care for the child, work with Southland to return students safely home, and communicate with families.
  • Teachers and administrators should review previously booked transportation for activities scheduled on or shortly after October 6 to determine if this transportation should be canceled or postponed.

Custodial & Facilities

  • Custodial staff will continue working with potential shift adjustments. Evening custodians may be reassigned to daytime shifts.
  • With reduced daily cleaning and maintenance, custodians may focus on deep cleaning, preventative maintenance, or projects that are difficult to complete during the regular school year.
  • This could also include complementary training opportunities from our custodial supply vendor.
  • Facility rentals to community groups will continue as usual.

Building Access & Security

  • Teachers will not have general access to schools during job action except for childcare drop-off or retrieval of essential personal belongings arranged through the front office.
  • CTR does not plan to remove access to PowerSchool, laptops, PCards, or other tools unless required under a provincially-directed lockout. In that case, decisions will be communicated clearly in advance. PCards will not be removed or frozen, however, it is not expected that teachers perform duties requiring the use of PCards during a labour disruption. PCard reconciliations that have not occurred prior to labour disruption will need to be completed upon return.
  • Building security will continue as normal with monitoring of the use of external keys. If picketing occurs, CTR remains committed to the safety of everyone involved and the security of our buildings.
